            <description><![CDATA[<p>As Lake of the Woods continue to gain popularity by word of mouth, the population drawn into the wild and the great outdoors are changing.<br />
With a good amount of funding coming from the Regional Tourist Organization, residents in the prairies and the American Midwest were introduced to the Lake of the Woods Vacation Area Guide magazine. It was promoted in Indianapolis, Milwaukee, Chicago, Minneapolis, Brandon, Winnipeg, and Saskatoon. Traditional fishing and hunting in the Kenora area was the prime focus of the tourism marketing.<br />
&ldquo;It&rsquo;s evolving,&rdquo; said Carol Davis, who has been traveling with the shows. &ldquo;More are starting to offer things like camping, houseboats are huge. It goes with fishing &mdash; the hook and bullet market &mdash; but it&rsquo;s family oriented. It has changed from the four fishermen coming up to the family. It is going into kayaking and canoeing. People are interested in wildlife photography.&rdquo;<br />
A heightened level of interest has been brewing about Saskatchewan as the newest spot for tourist wanting to have the best fishing time in the Northwestern Ontario region. However, the book has been in circulation around the province for the past four years.<br />
&ldquo;Saskatchewan has the fastest-growing economy in Canada right now. They&rsquo;ve outstripped every other province and they&rsquo;re very familiar with Lake of the Woods,&rdquo; Davis explained. &ldquo;A lot of them are transplanted from another part of Canada ad they want to come and explore. They are very receptive to the product we have here. They all have their favorite parts of the lake. The Morrison area is totally different from up at this end but the same activities are available in all areas.&rdquo;</p>

            <title>The Manitoba River</title>

            <description><![CDATA[<p>The Manitoba River is home to many scenic spots however, hydroelectric dams and waterways were built also in the same area. Therefore, the location may not only be scenic and exciting but it may also be dangerous.<br />
Hence, if you decide to go out, explore the wild and enjoy a thrill of fishing in the Manitoba River, it is best to exercise some caution especially if you are close to a hydroelectric dam.<br />
Here are five safety tips:<br />
1.&nbsp;&nbsp;&nbsp; Obey Warning Signs. Fences, buoys, booms and barriers on dry land or erected on water are danger markers. Anything surrounded by these markers may be unsafe therefore keep away from them.<br />
2.&nbsp;&nbsp;&nbsp; Keep a good distance from water&rsquo;s edge. Banks may be unstable, wet rocks are most likely slippery, and water currents are unpredictably dangerous. Hence, never wade into moving water.<br />
3.&nbsp;&nbsp;&nbsp; Never stand below a dam or tie a boat there. Water levels may abruptly change and would be tough to navigate through it. The power of the water flow may bump your boat against huge boulders, which might crack a leak and ultimately sink you in strong undertow.<br />
4.&nbsp;&nbsp;&nbsp; Only walk around designated safe zones. When making a tour around a hydroelectric dam or station structures, always stay on public viewing areas and pathways. Never attempt to break in or explore any restricted areas.<br />
5.&nbsp;&nbsp;&nbsp; Dry riverbeds close to dams are unsafe areas too. The dam might be under an automatic control and would suddenly set off an unscheduled spill. You definitely do not want to be in the middle of a tsunami-like dam spill.</p>

            <title>Brantford, Ont. Leads in Anti-Shark Fin Mutilation Law</title>

            <description><![CDATA[<p>A city in Ontario, known for great hockey players such as Wayne Gretzky and scientific advances like the first long distance call of Alexander Graham Bell, will make another mark in history.</p>
<p>This time they will be doing a very first-of-its-kind ecological regulation in the Canadian region. Brantford, Ont., would like to ban fishing sharks for their fins ? a controversial ingredient used in some Asian dishes.</p>
<p>&ldquo;This is a serious ecological issue,&rdquo; said former Ontario provincial legislature member Phil Gillies, who now works as a consultant with the international environment group WildAid. &ldquo;Some species of shark are threatened with extinction in 12 to 15 years. The threat of shark extinction would have serious implications for mankind.&rdquo;</p>
<p>The proposed bylaw which forbids acquiring, selling and devouring of shark fin products will be presented to the Legislature next week. Then on May 24, councilors will cast their vote on the said motion.</p>
<p>If the motion gets a majority&rsquo;s aproval then the city made up of 90,000 citizens would surpass Toronto, Vancouver and Manitoba. They have recently been suggested to have the same law.</p>
<p>Mr. Gillies, the originator of the idea, suggested the concept to Brantford. He believes that Canada needs a national policy regarding the mutilation of shark fins. But until such time comes, he is happy that Bran tford is making the first stand with regards to the issue.</p>

            <title>Fly Fishing becomes more Exciting with Diversity</title>

<p>I can say that everything pretty much began just fine. The weather was one of those bone-chilling winter seasons where I would not be persuaded to go out unless I get the interest to go on ice fishing.</p>
<p>I decided to take a trip to the city just to check what is nice at the fly-fishing shop that I have visited a few times in the past.</p>
<p>The shop assistant at the counter thought I was new and asked if I needed any help. I said I only came to look at their supplies. I have more than sufficient fly tying supplies except for some few special hooks. Maybe if I see something nice, I would buy them.</p>
<p>While I was checking out a wall display, some one approached me and started a conversation. He asked, &ldquo;Aren&rsquo;t you the guy who writes that outdoor column in the Daily Herald?&rdquo; I said, &ldquo;Yes.&rdquo;</p>
<p>&ldquo;I like your stuff but you&rsquo;re not a real fly fisherman,&rdquo; he continued.</p>
<p>I thought to myself, &ldquo;Here we go ? I better tighten up the seat belt and then batten the hatches.&rdquo;</p>
<p>&ldquo;You fish a lot of warm water species with a fly rod, but you have very few articles on trout,&rdquo; he added. &ldquo;A trout caught on a fly is the ultimate.&rdquo;</p>
<p>The conversation ruined my appetite for hooks shopping. I explained to the chap that I write my articles based on readership feedbacks and other sources. They have revealed that many readers like to fish in local and area waters. I told him that there have been some correspondences from people who travel to remote locations to fish for big trout. However, the majority of readers chase after pan fish, walleye and bass. Lesson: diversity is an exciting element in fishing.</p>

            <title>Worst Flooding to be in Manitoba Forces Widespread Evacuation</title>

<p>Lake Manitoba residents should prepare for flooding that may be the worst for over a hundred years. The rise of lake level may be even greater than what occurred in 1955. The suspect would be the diverted water coming from the Assiniboine River.</p>
<p>Provincial officials have already briefed ranchers of the possibility of the worse flooding that may affect their farm. They are encouraging farm owners to begin evacuating. Almost 100,000 cattle must be relocated in one or two weeks especially that Lake Manitoba is expanding.</p>
<p>Ray Bither, Manitoba&rsquo;s Agriculture, calls on ranchers, &ldquo;You have to go now and start searching today&rdquo; for a temporary pasture for your cows. He suggests that the best place to send those cattle are government-owned public pastures located in Alberta and Saskatchewan, as there is scant space in Manitoba.</p>
<p>Homes would have to be diked to prevent possible heavy damage and Highway 68, which runs across Lake Manitoba Narrows, is expected to get flooded unless it is reconstructed at a more elevated level.</p>
<p>Bittner also said that they are projecting that cottages close to St. Laurent and the Twin Beaches will be &ldquo;a couple miles out to sea&rdquo;. It would mean that they also needed to be diked. During the floods, they will be three or so kilometers away from dry land.</p>

<p>You could take your cue from the dynamic nursing duo named Cheryl and Mike Dove. Here is their story. After graduating from McMaster University in Hamilton and committing themselves in holy matrimony, the young couple decided to spend about 5 years in this First Nations community which has about a population of 1,600 and is located some 550 kilometers NE of Winnipeg.</p>
<p>Their 5 years of residence in this isolated fly-in community was described by the couple as a once in a lifetime experience that they will not ever trade for anything else in the world.</p>
<p>They have earned so many blessings and rewards during their stay. Professionally, they were able to practice what they have learned. They provided primary care, which included prescribing drugs, applying casts on patients with fractures and diagnosing patients. &ldquo;That was a big part of the experience that most nurses never get the chance to do,&rdquo; says Cheryl</p>
<p>With the absence of many advanced diagnostic equipments and some other standard equipment like bells and whistles, &ldquo;you get a really strong foundation for your basic assessment skills,&rdquo; says Cheryl.</p>

When I can finally see better, the shadowy forms of young walleyes began to show distinctly up the surface of the water. By keeping a stealthily silent observation near the shoreline, one could notice that there is a steady rise in number of fishes that swim up the surface just on the top edge of the boulders in preparation for their migration.</p>
<p>This scene is becoming more and more typical in many provinces as walleyes from many of the creeks and tributaries are preparing for the spawning season.</p>
<p>There has been a slight upset when unsettled and cool weather has slowed the process however with a series of warm weather the walleye population should be able to complete their spawning in the southern portion of Manitoba. It is expected that with heavy water flows coming from many tributaries, it should be a great spawning year for the most popular game fish in Manitoba.</p>
<p>The fishing season would soon begin this coming May 14. Anglers from the southern part of Manitoba are for sure going to find some challenges in their search for that perfect fishing spot. Many liked to go to the Red and attempt to catch some channel catfish. With the flows becoming seriously high and fast, the area would certainly pose some dangers. Nonetheless, one can still catch some catfish. One just have to look for back eddies which are spots where the water flow has slowed somewhat. For those who shore fish, an interesting option would be the Netley Creek, as the back marshes easily get warm under the b right May sunshine.</p>

            <description><![CDATA[<p>The Back 40 Festival is back this year to amuse residents and guests alike with unique flavors of music, crafts from artisan, delectable food, and warmth of family and friends that is uniquely a quintessential small family festival.<br />
The Festival will be a noon to dusk affair on June 5 at the Morden Park bowl.<br />
The annual festival was established as a tradition for local musicians to have a setting where they can exhibit and collaborate their world-class talent and encourage other artists to join in the festivity.<br />
&ldquo;We started the festival over 20 years ago to give ourselves a place to play, and it has developed into a festival that is unlike any other festival offered in southern Manitoba,&rdquo; suggested board chair Linda Hiebert.<br />
&ldquo;This area is known for having a lot of festivals during the summer months, and we love starting the season off with a festival that is solely based around music &hellip; local music.&rdquo;<br />
The main act for the event would be a seasoned musical group from Manitoba who had just released their debut album last year. You would find their album, &ldquo;Western Skies&rdquo;, in most music stores.<br />
The group is named Woody Holler and his Orchetra hails from Winnipeg and is composed of their finest folk and jazz musicians which can play a a western swing style genre which is described by Woody as &ldquo;jazz from the saddle&rdquo;.</p>

            <title>Northern Lights Performed an Unrivalled Show</title>

            <description><![CDATA[<p>If people would see me wandering through early dawn at -30 C just intently searching the dark sky, they would find me odd. It was a night that the moon faced the land in full glory. Its light giving the landscape a soft tone and the frozen lake and snow-covered pathways visible even in the distance. Fortunately, I wasn&rsquo;t alone. I was with a group of 50 Japanese tourists flocked together wearing our identical parkas that the tour operator supplied us. It wasn&rsquo;t a moon or stargazing session. We were there to witness by chance the more elusive spectacle of the Aurora Borealis.<br />
While the waiting game is on, we retreat periodically to the spacious and warm dining hall where a steaming supply of homemade soup, bannock and hot chocolate drinks are served.<br />
Our tour was at the Aurora Village which is 30 minutes north of Yellowknife. Apart from me, there&rsquo;s just one other North American visitor. He is Artie, a Minnesota folk, who drove four straight days just to get there. To witness an aurora borealis was his dream. He&rsquo;s an avid viewer of the Ice Road Trucker, a famous TV show that I&rsquo;ve never seen.&nbsp; Artie has an expansive knowledge of the North than I do.<br />
I kind of lost count on the number of times I&rsquo;ve wandered in and out of the dining hall. On my fourth or fifth trip out, I decided to sit on a heated, covered bench bunked on top of a hill. They say it was the best spot to view the northern lights. Just as it was settled, a flash of emerald green light ran across the tree-lined landscape.<br />
Gradually, more colorful lights appeared which grew in intensity and numbers.<br />
I was struck in awe and I watched in frozen stillness unmindful of the biting cold that&rsquo;s gnawing my cheeks. The lights were captivating and danced in the heavens like silky ribbons stirred by gentle breeze.</p>

            <description><![CDATA[<p>Freshwater Fish Marketing Corp. is facing a potential defection and dissent. This week the Saskatchewan government had announced that its fishery will terminate the agreement with the Winnipeg=based Crown Corporation next year&rsquo;s April.<br />
Closer to home, the Lake Manitoba commercial Fisherman&rsquo;s Association with its members at 450 will exercise suffrage on a resolution to abolish Lake Manitoba from FFMC&rsquo;s mandate.<br />
Last February at the first-ever public annual meeting of FFMC, board members were met with protest from another Manitoba group of fishers. They claimed that the corporation has acted crudely biased when they barred the group from exercising their agreed upon right to sell to any U.S. buyers that they choose.<br />

            <title>Channel Improvements Completed Under Two Months</title>

            <description><![CDATA[<p>The Saskatchewan Watershed Authority has finally reached the completion of its channel construction. The said project was intended to improve the downstream flow from Fishing Lake . This is an Emergency Flood Protection Plan.<br />
The plan was announced last Nov. 24, 2010. It was constructed to drain faster the water from the lake. Part of what did was to raise low areas on berms and sandbagging on areas where it is necessary.<br />
&ldquo;The completion of this work at Fishing Lake brings us closer to a resolution to the ongoing flood concerns in the area,&rdquo; Minister responsible for Saskatchewan Watershed Authority Dustin Duncan said. &ldquo;The actions taken under the emergency protection provide area residents with a long term solution to flooding issues.&rdquo;</p>
<p>&ldquo;The Government of Saskatchewan has been committed to finding a sustainable and environmentally aware solution to flooding at Fishing Lake,&rdquo; Kelvington-Wadena MLA June Draude said. &ldquo;The completion of the Fishing Lake channel seals that commitment.&rdquo;</p>
<p>Construction began last February 12 and the poject was completed under two months even under unkind weather conditions. There was a good partnership and cooperation between the Watershed Authority and the Department of Fisheries and Oceans. They also consulted with Fishing Lake First Nation during the project planning and development.</p>

            <title>Countryfest Achieves Two Tourism Awards</title>

            <description><![CDATA[<p>Last night, the 13th Annual Manitoba Tourism Awards honored Dauphins Countryfest for its sustainability. It achieved the Award of distinction from the said organization.<br />
The yearly awards were founded to give honor and recognition to individuals and groups who give outstanding contribution to the advancement of provincial tourism. The award-giving body is always in search for anyone who helps promote Manitoba as a top-rank destination, who provides the best tourist service and who helps develop the tourism industry as a whole. The award ceremony was a gala event held in Winnipeg.<br />
Countryfest was a solo recipient from Westman, and it was identified as Manitoba&rsquo;s premier event. Its success brought thousands of visitors to the Parkland region. This event alone has raised $4.5 million to the community since its first show that began in 1990.<br />
Another awardee with the same distinction was the Brandon Keystone Center.<br />
The Sustainable Tourism Award was also presented to Countryfest for its ability to maintain an on-site recycling compound and ensuring that there is a cultural balance and diversity in their offerings. They had succeeded in limiting its environmental impacts and ascertain that there&rsquo;s something for every one.<br />
The Manitoba Tourism Awards gets their candidates from nomination from industry peers. Out of the number of nomination 27 are chosen to become finalists. From them, a panel will select the finalists and winners. Winners would take home trophies and the privilege to use the Manitoba tourism seal which will indicate their highest service quality. On the other hand, it will serve as an advertising and promotion for the Travel Manitoba website.</p>

<p>The Conservative party launches their platform with full commitment on annihilating the federal deficit faster than they&rsquo;ve previously proposed. It would also feature their program on tougher anti-crime policies and support for family and businesses.<br />
Their election platform came out last Friday at a town-hall-style event in Mississauga, Ont.<br />
It was only two weeks ago that the Conservatives projected that the federal budget deficit would continue to decrease to $0.3 billion in 2014-2015, and that there would even be a surplus of $4.2 billion in 2015-2016.<br />
However, the party is saying that they would want to close the deficit now. By 2014-2015, they are confident that the government is already free from any deficit. When asked on how they would do it, they said, &ldquo;by controlling spending and cutting waste.&rdquo;<br />
&ldquo;We will reduce the costs of government through finding efficiencies through a thorough strategic and operating expense review,&rdquo; Conservative Leader Stephen Harper said.<br />
&ldquo;This will allow us to eliminate the deficit in 2014, a full year ahead of schedule,&rdquo; he said.<br />
&ldquo;Our platform is realistic, accurately costed and looks four years down the road.&rdquo;<br />
The platform is organized around five themes:<br />
&bull;&nbsp;&nbsp;&nbsp; Job creation, with a hiring credit for small businesses, red tape reduction, tax cuts and a digital economy strategy.<br />
&bull;&nbsp;&nbsp;&nbsp; Support for families: a &ldquo;family tax cut,&rdquo; support for seniors and caregivers, doubling tax-free saving account limit.<br />
&bull;&nbsp;&nbsp;&nbsp; Deficit elimination, with a strategic review to save $11 billion and restraints on growth of program spending.<br />
&bull;&nbsp;&nbsp;&nbsp; Safe streets, with support for victims of crime, combat human trafficking, re-introduction of law-and-order legislation.<br />
&bull;&nbsp;&nbsp;&nbsp; Standing on guard for Canada, focusing on Arctic protection, purchase of F-35s, re-introduced legislation to combat terrorism.<br />
Harper called it a low-tax, job-focused plan that &ldquo;is another move forward in the clear direction we have been following since we took office.&rdquo;<br />

            <title>Toews supports PM’s commitment</title>

<p>Vic Toews, a Conservative Candidate for Provencher, liked the decision of Prime Minister Harper who announced that a re-elected Conservative Government proposes a law that will ban the long-gun registry once and for all.<br />
&ldquo;Our Conservative Government has a strong record of support for law-abiding farmers and hunters, many of whom call Manitoba home,&rdquo; said Toews. &ldquo;We have long opposed the wasteful and ineffective long-gun registry and have instead chosen to focus our resources on real criminals.&rdquo;<br />
Toews remembered that Manitoba conservative MP Candice Hoeppner almost succeeded in abolishing the long &ndash;gun registry following her introduction of a Private Member&rsquo;s bill (C-391) in 2009. The effort was squashed by two votes when a number of Ignatieff-led Coalition MPs voted to suppress the bill after having previously voted to back it up on the Second Reading.<br />
&ldquo;Unfortunately, Coalition MPs demonstrated how out of touch they are with the interests of farmers, hunters and rural Canadian communities when they voted to defeat Candice Hoeppner&rsquo;s bill to end the long-gun registry,&rdquo; said Toews. &ldquo;Our Party stands with rural Canada and can be counted on to scrap the long-gun registry.&rdquo;<br />
At present, Prime Minister Harper also announced a proposal to institute a new hunting and wildlife panel which will be made up of representatives from hunting, fishing and conservation organizations. It is hoped that through this panel all government decisions on environmental protection and conservation are based on solid science and balanced advice.</p>
